Good article, this passage always troubled me in the way it was used. Franklin was obviously talking about "white people" as in people with fair features, not as a race. Swarthy traditionally means someone with ruddy or tan skin and dark hair/eyes, while a "white" or "fair" person may refer to someone with "nordic" pigmentation so to speak. And he admits later in the article that maybe he's just being biased towards his own sort.
